The following, which was advanced to third reading from the May 2,             
1995, calendar (page 1790), was read the third time:                           
                                                                               
CS FOR HOUSE BILL NO. 217(L&C) am                                             
"An Act relating to teacher tenure, teacher layoff and rehire rights,         
public access to information on public school collective

bargaining, and to the right of tenured teachers to judicial review           
of decisions of nonretention or dismissal; and relating to retirement          
for certain employees of school districts, regional resource centers,          
the state boarding school, and regional educational attendance                 
areas; and providing for an effective date."                                   
                                                                               
The Speaker invoked Section 102 of Mason's Manual.                             
                                                                               
Representative Martin moved and asked unanimous consent that                   
CSHB217(L&C)am be returned to second reading for the specific                  
purpose of rescinding previous action in adopting Amendment No. 3              
as amended (page 1764).                                                        
                                                                               
Objection was heard.                                                           
                                                                               
Representative Navarre placed a call of the House.                             
                                                                               
Representative Mackie rose to a point of order.                                
                                                                               
The Speaker cautioned the member to confine comments to the motion.            
                                                                               
Representative Navarre lifted the call.                                        
                                                                               
The question being:  "Shall the House return to second reading for the         
specific purpose of rescinding previous action in adopting Amendment

Amendment No. 26 was offered  by Representative Finkelstein:                    
                                                                               
Page 2, line 9, after "years":                                                 
	Insert "; or has been employed as a teacher in the same district            
continuously for a period equal in length to four full school years,           
whether or not the period begins on the first day of the school                
year, and is reemployed on the school year day immediately                     
following completion of the four-consecutive-school-year period"             
Page 2, line 12:                                                               
	Delete "four [TWO] full school years"                                     
	Insert "four-consecutive-school-year period [TWO FULL                     
SCHOOL YEARS]"                                                                 
                                                                               
Representative Finkelstein moved and asked unanimous consent that              
Amendment No. 26 be adopted.  There being no objection, it was so              
ordered.
